Source: The #Browns are going to release TE Austin Hooper as a post-June-1 designation.

A 27-year-old dual-threat tight end and two-time Pro Bowler will be on the market.

He will be released today. They changed the June 1st designation a while back. The Browns can release him prior to June 1st, they just can't use the money freed up by his salary cap hit until after June 1st. It gives the player more time to find work elsewhere than having to wait until June 1st when most of the jobs are filled.

Forgive me for my ignorance, I literally thought they had to wait. If that's the case I don't see the Cowboys getting anything for Collins if teams know he's going to be cut.

I would be more inclined to trade as the real value is the £10m cap number for the next three years... if he hits the open market he is making a lot more than that and you have to bid against other teams.
